You are invited to participate in the International scientific and technical conference “Ways to provide the contemporary electronic equipment with the reliable electronic component base” (”Certification of EEE-2017”) held on April 5 to 7, 2017, at the conference hall of the “Park Inn Pulkovskaya” Hotel is located in Saint Petersburg, Pobedy square, 1, building 2 (entrance from Varshavskaya st.).
The conference begins at 10 a.m.
The conference program includes hearing and discussion of presentations of the leading specialists of the Ministry for Industry and Trade of the Russian Federation, the Ministry of Defence of Russia, Roscosmos, Federal Agency on Technical Regulating and Metrology, the Ministry of Education and Science of the Russian Federation, developers and manufacturers of electronic component base and electronic equipment, expert organizations, test centers and qualified suppliers during plenary sessions and roundtable meeting.
The following topics are suggested for discussion:
• the challenges of import substitution of foreign EEE in electronic equipment;
• new developments on domestically produced EEE;
• current issues of standardization and certification in terms of EEE;
• the issues of choosing and implementing domestically produced and foreign EEE for highly reliable equipment;
• reliability and radiation hardness of contemporary EEE and special aspects and their assessment for highly reliable equipment;
• the procedure of foreign EEE implementation in electronic equipment;
• the procedure of confirmation of foreign EEE conformity with application conditions.

The cost of participation includes information materials provided (such as a bulletin on the results of certification tests in 2016), technical support of presentations, business lunches and the excursion program.

for presentations preparation for publication in the “Petersburg electronics journal”
1. The following shall be specified: the title of the presentation, full name of the author(s), name of the employer, occupation, academic rank, contact details (phone, fax, e-mail);
2. The presentation text shall be typed in MsWord editor for Windows, sheet size А4, 10-15 pages in total, 2cm margins on each side, TimesNewRoman font (size 12), line style 1. Figures and diagrams are provided in separate files (*.jpg, *.tiff formats).
3. The expert report shall be attached to confirm that the presentation allows open publication.

Plenary session of the conference. Conference hall of the “Park Inn Pulkovskaya” Hotel The session starts at 10 a.m.
Plenary session presentations are dedicated to the system-related issues of choosing, testing, certification and implementation of EEE in electronic equipment.
April 6, 2017.
Panel No.1 “Detection of counterfeit origins of foreign EEE”. Conference room No.1. The panel starts at 10 a.m. The panel will include the procedures of protection from counterfeit electronic component base and unscrupulous suppliers.
Panel No.2 “Certification and additional screening tests of EEE”. Conference room No.2. The panel starts at 10 a.m. The panel shall address the new complex of national military standard “Moroz-7” and new tendencies in development of electronic equipment and relevant problems, practical issues of using foreign EEE, legitimacy issues of additional screening tests of domestically produced EEE, development and approval of testing programs and methods for foreign and domestically produced EEE as well as the generalized analysis of certification tests of foreign EEE, problems of EEE integration in the 2 and 5 class equipment.
Panel No.3 “EEE reliability”. Conference room No.3. The panel starts at 10 a.m. The panel includes: revised version of the “EEE reliability” reference book, methodology of EEE reliability rate assessment within the framework of the development work for domestically produced items and certification tests of foreign items, the rules of EEE storage after certification tests, etc.
Panel No.4 “Radiation hardness of electronic component base”. Conference room No.1. The panel starts at 2 p.m. The panel shall address testing methodology and EEE radiation hardness control integrity, the procedure of using test facilities of Roscosmos and the Ministry of Nuclear Energy (Minatom), the procedure of expert review of the electric equipment radiation hardness, etc.
Panel No.5 “Import substitution”. Conference room No.2. The panel starts at 2 p.m. The panel shall address the achievements and problems of the domestic industry in terms of import substitution of foreign materials, EEE, electronic equipment, measuring equipment as well as new developments of domestically produced EEE.
Panel No.6 “Monitoring of the activities of qualified suppliers and test centers”. Conference room No.3. The panel starts at 2 p.m. The panel shall address the issues of changes in procedures of confirmation of foreign EEE conformity with the established requirements, the issues of risk management in terms of foreign EEE implementation, the problems with interactions of military representative offices of the Ministry of Defence of the Russian Federation in test centers.
